If a child is older than 12 years but shorter than 1.5 meters, they must still use a car seat. On the other hand, if a child is younger than 12 years but taller than 150 centimeters, they are allowed to travel in a car without a car seat. To sum up, whether a child needs to use a car seat or not is determined by their height: it is obligatory to use an approved car seat for heights up to 150 centimeters.
